- License renewal with Gartner, Inc., the world's leading information technology (IT) consultancy, for a three year term, FY 2016-2019, in the amount of $156,567, for its extensive research library, reviews of technology contracts, phone calls with technical experts, and to augment technology procurement processes.
- District-Wide Bottled Water Services for Saddleback College, Irvine Valley College and ATEP campuses for FY 2016-2017 through FY 2018-2019 to DS Services of America, Inc. not to exceed $40,000 per year, for a contract total of $120,000.
- Authorization to finalize a contract with NAI Capital to perform real estate, brokerage and marketing services for the ATEP site for a five year period.
- FY 2016-2017 Tentative Budgets as presented by SOCCCD and both college student government groups.
- Notice of Completion for the TAS Swing Space project at Saddleback College to Solpac Construction, Inc., dba Soltek Pacific Construction Company, Inc., for a final contract total of $7,435,151.
- Awards of $1,500,000 for Saddleback College and $1,447,720 for Irvine Valley College from the CA Community Colleges Chancellor’s Office for the CA Community Colleges Basic Skills and Student Outcomes Transformation Program grant for the period July 1, 2016 through June 30, 2019.
- Accept for review and study: Capistrano Unified School District and SOCCCD entering into a MOU to deliver two IVC courses in biotechnology to students at Dana Hills High School; and Irvine Unified School District and SOCCCD entering into a MOU to deliver two IVC courses in biotechnology to students at Northwood High School. These partnerships will provide an opportunity to align curriculum and biotechnology programs in the region for an Orange County Biotechnology regional collaborative.
- Accept for review and study an MOU with Tustin Unified School District to offer a business pathway at Beckman High School in Fall 2016.

Neudesic LLC, for an amount not to exceed $700,000 for the term of July 1, 2016 through June 30, 2017, to assist with the Student Information projects: state compliance and college requested features; Waitlist mobile one-click registration; and project management services for smaller software development projects.
- Amendments to the 2016-2017 full-time faculty hiring lists to add one EOPS/CARE Counselor position in the IVC School of Guidance & Counseling and three generalist counselors in the SC Division of Counseling Services.
- Lay off of two Saddleback categorically funded classified positions due to lack of funds and/or lack of work.
Trustee Prendergast commented that he truly enjoyed commencement, especially handing a diploma to his own daughter who was a graduate of the Early College program through Beckman High and IVC. He attended U.S. Water Polo Olympic Day with present and former Olympians from the U.S. Water Polo team. Trustee Jay attended a student success showcase and IVC's scholarship ceremony where she enjoyed meeting some of the students she sponsored at the Gala. She commented that both commencements were fantastic. Trustee Jemal attended both commencements and enjoyed the keynote speakers. He praised the IVC foundation for a job well done on the IVC scholarship ceremony. He attended the board self evaluation where the board continually pursues self improvement. Trustee Lang had no report. Trustee Milchiker praised IVC's debate team and enjoyed accompanying them on their trip to China at her own expense. She was proud to represent our district and praised Gary Rybold for his incredible leadership in guiding the team to 11 national championships. Trustee Whitt enjoyed both commencements and attended the human services graduation at Saddleback. It was rewarding to see graduates from the mental health services program that she helped create.
- Chancellor Gary Poertner reported that California has more STEM jobs than any other state in the country but ranks very low in STEM degree completion, underscoring a great need to focus on workforce development. The California budget was signed with a $200 million investment to improve workforce development at community colleges. The Chancellor's Opening Session will include a keynote on state and regional workforce initiatives by California Community Colleges Vice Chancellor Van Ton-Quinlivan and the LA/OC sector navigator, Steve Glyer.
- Saddleback College - President Tod Burnett's written report included: The college has been designated as a Great College to Work For by the Chronicle of Higher Education. The Chronicle's Great Colleges to Work for survey is one of the largest and most respected
workplace recognition programs in the country. The results of the survey will be released in the Chronicle's annual report on July 18th. Fine Arts and Media Technology is going through a major construction project of the McKinney Theatre, classrooms, and offices for the summer. Staff, faculty, administration, and students have moved to LRC offices, classrooms, and rehearsal spaces from June through August. The Library is offering online workshops via Blackboard through July 29th. Librarians will report student attendance information to instructors at the end of their summer sessions. The workshops include topics on avoiding plagiarism, finding articles, and finding information. The marketing department has launched its campaign to promote fall semester enrollment. The campaign includes the following: Career Focus magazine, which highlights Saddleback College's career technical education programs, Transfer brochures, Outdoor media - advertising on OCTA buses in south Orange County, Google ads and Radio ads. The total income for the 2016 Saddleback College Foundation gala was $160,512, compared to $134,745 in 2015. Thank you to all the donors who helped raise these funds for student scholarships.
- Irvine Valley College - President Glenn Roquemore’s written report included: This year's Presidential Scholarship was awarded to two students from Beckman High School. Dania Syed and Jose Moreno will be attending IVC this fall. At this year's annual Foundation Scholarship Awards Ceremony, 558 scholarships totaling $415,341 were awarded to help students during the 2016-2017 academic year. IVC Japanese Club students planned a fundraiser to help victims of the Kumamoto Earthquake that struck Japan on April 16, 2016 and raised over $1,500. The Club will send 100% of the proceeds to the Kumamoto Prefectural Office through the Los Angeles Consulate General of Japan. After an absence of 14 years, The Ear, the IVC’s literary journal, has returned to print for a 2016 issue. Dr. Virginia Shank and a team of 17 students served as editors at every stage of the process, applying the skills of editing, marketing, proofreading and designing. It’s an impressive 94-page journal featuring the work of IVC students and staff as well as members of the community. The athletics program has been ranked 14th among 100 programs in the state. IVC is once again the top non-football school in California, according to the 2015-2016 National Alliance of Two-Year College Athletic Administrators (NATYCAA) Cup. A total of 44 students graduated in the Early College Class of 2016. Twenty-five Beckman High School students graduated, of whom 21 received Associate in Arts degrees. Out of the 19 El Toro High School graduates, 14 received Associate in Arts degrees.
A current status report was provided on the Workday project and related software projects, following the board's request for report on the subject. Several managers and administrators provided a recap of reasoning behind the decision to move to the new enterprise resource planning system and the 3.5 year rigorous process which included contributions from all constituencies through business process analysis sessions. Moving from paper to online and toward ideal and transparent processes requires systematic change management to make a cultural shift in organizations. The group provided an overview of the project timeline, costs, roll out, training, communications, design/review/testing sessions, and the overall complexity of the project. Some of the challenges include getting used to new reporting and short-term increases in workload due to changes in processes. This will be examined to ensure that front line staff feel supported. Some people have not even completed training so refresher training is now being required to get staff trained in necessary functions by role. Some items have been delayed for roll out to allow for adjustment to the current changes. The goal is to increase training and raise the comfort level during the initial two-year stabilization period. This is to be expected in any major change management initiative.
- An overview was presented about the Saddleback College Athletics Stadium renovation and site improvements project including adjoining practice fields and a thrower’s park. SC's current stadium was built in 1969 with maximum seating of 4,500 and restrooms located outside the stadium. Concession areas, press box, sidelines and safety zones are all substandard. Maintenance of natural turf is problematic. One of the biggest issues is ADA accessibility. College athletic staff propose that a new stadium would raise awareness in the community and provide a venue for SC to host regional athletic competitions and other community events. Vice Chancellor Fitzsimons provided a recap of forecasted project costs for the stadium project over the past nine years. She explained how the scope of the project has grown significantly and is currently at $62 million for the total project, with the stadium itself at $49 million. The proposed future stadium would seat 8,000 and include a nine lane track, storage, concession stands, press box, adequate restrooms and team meeting rooms, synthetic turf and energy efficient lighting. Upon evaluation of the proposals, it was determined that the cost proposals exceeded the available combined budget of $39,525,000. College and district staff presented their strategies to address the project shortfall. Funding for the stadium and the site improvements were combined for planning purposes and an RFP was issued. The main quad, site wall and parking lot have been separated from the initial RFP scope because those items can be addressed separately in the future. The college and district have worked collaboratively on the project planning to develop the scope and identify cost efficiencies. A difference of $22 million is needed to fully fund the project and alternative funding strategies are being recommended from SC’s Promenade income and redevelopment funds.
- Vice Chancellor Debra Fitzsimons presented a partial list of projects recommended from the Basic Aid Allocation Recommendation Committee (BAARC) to Chancellor Poertner in the amount of $ 27,931,432. The reserve for unrealized tax collections of $10,716,595 equals the 20% contingency required in BP 3110 and AR 3110. The unallocated balance of $25,840,895 will remain in the basic aid reserve fund for further recommendations to be made from BAARC after recommendations are finalized by Capital Improvement Committee (CIC) and the District Technology Committee (DTC) pending information regarding two SC capital projects.
- Tentative Budgets – The district-wide fiscal team provided a summary report on the tentative district budget including a review of the board’s budget philosophy, assumptions used for budgeting, funding categories such as personnel costs and capital construction, PERS/STRS, etc. They communicated concerns about certain budget trends and suggested that tightening of budgets may need to occur. COLA was 0% this year and that was a setback as it doesn’t help to offset increasing personnel costs. IVC and SC student government groups presented an overview of their budgets and highlighted accomplishments of the student leadership groups. Both colleges reported declining bookstore and associated government revenues. Both student leadership groups propose moving to an opt-out funding model for 2016-2017ASG stickers/cards to increase revenues.
