The Fiscal Services department prepares the District Budget which includes Saddleback College, Irvine Valley College, ATEP, and the District Offices and oversees accounting, payroll, and benefits departments.
Fiscal Services also:
- Manages the annual audit which includes the colleges, District Services, the Foundations, and student governments
- Assists in interpretation of legislation and regulations regarding school business
Department Highlights
Education Protection Act
The Schools and Local Public Safety Protection Act of 2012 passed in November 2012 to provide continuing funding for local school districts and community colleges. The Education Protection Account (EPA) was created in the General Fund to receive and disburse these temporary tax revenues. Districts have sole authority to determine how the funds are spent within the guidelines set forth in the EPA. A spending report of how much money was received from the EPA and how that money was spent must be published annually on the entity’s web site. Click above to view the SOCCCD EPA reports.
Retirement Benefit Trust
SOCCCD has established the Futuris Public Entity Investment Trust. This Trust is an IRS Section 115 Trust that is used for the purposes of investment and disbursement of funds irrevocably designated by the District for the payment of its obligations to eligible employees (and former employees) of the District and their eligible dependents and beneficiaries for Medical, Dental, and Vision (sometimes referred to as “other post-employment benefits,” or “OPEB”), in compliance with governmental Accounting Statement Nos. 43 and 45.
