What is Title IX?
Title IX of the Education Amendments of 1972 is a federal civil rights law that prohibits discrimination on the basis of sex in education programs or activities that receive federal financial assistance. Title IX states that:
“No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance.”

Title IX addresses the following areas:
- Sexual Harassment (including sexual assault and other forms of sexual misconduct)
- Stalking
- Dating violence
- Domestic Violence
- Sexual stereotyping, sexual orientation and gender identity harassment
- Gender bias in programs and activities
- Athletic equity
- Pregnancy discrimination
- Retaliation
Title IX Coordinators
The District has designated the below individuals as the Title IX Coordinators and Officers responsible for addressing any issues arising from allegations of sexual harassment, sexual misconduct, dating or domestic violence, stalking, gender-based harassment, and retaliation.
Policies and Procedures
The District policies listed below are designed to ensure an academic and work environment free from sex and gender-based harassment in accordance with Title IX. These policies and procedures protect students, faculty members and employees in connection with all academic, educational, extracurricular, athletic and other programs of the District, including those programs sponsored by the District at another location.
In response to decisions made by the California Court of Appeals and new Title IX regulations, the South Orange County Community College District implemented Board Policy and Administrative Regulation 3433 Sexual Harassment Prevention and Complaints under Title IX. This policy is applicable to sexual harassment that allegedly occurred on or after August 14, 2020 and supersedes the grievance process under BP/AR 3430 and BP/AR 3540 with respect to cases that fall under the jurisdiction of Title IX.
